Communities Struggling After Record Flooding in the Northeast
The weekend of July 8, 2023, brought extreme rainfall and flooding throughout the northeastern United States. Specifically, Vermont and New York regions were heavily affected, causing rivers to crest and devastating flooding. In Montpelier, Vermont’s state capitol, rainfall surpassed the daily record previously held by 2011’s Hurricane Irene, bringing the town over five inches in one day. The town’s Winooski River reached its highest level since 1927, cresting at 21 inches.
As of July 14, 2023, 4,000 people are still without power, and many roads and bridges are washed out or inaccessible. With a few towns cut off entirely and rainfall still in the forecast, the impact, casualties and the full extent of the destruction are not yet understood.

Our Response
All Hands and Hearts Responds to Historic Flooding in Vermont
All Hands and Hearts had boots on the ground by July 13 to respond to the devastating flooding that occurred in the Northeastern United States. This was the worst disaster since 2011’s Hurricane Irene and communities urgently needed our support. We had volunteers supporting relief efforts by July 21 to focus on highly impacted regions of Vermont, including Rutland, Waterbury, Wolcott, Hardwick and the state’s capitol, Montpelier.

We partnered with the Vermont Voluntary Organizations Active in Disaster (VT VOAD), the Vermont Youth Conservation Corps, Hardwick Neighbors to Neighbors, NEK Organizing, Waterbury EMS and other local organizations to support:
- 49 muck and guts
- 41 mold removals and sanitations
- 9 debris removals
- 3 critical repairs
Once our work concluded, we donated our extra construction tools to YouthBuild in Burlington, Vermont.
